San Onofre closure generates mixed feelings

The picturesque beach city of San Clemente has hummed along for decades just up the highway from the ominous concrete domes of the San Onofre nuclear plant.

To residents, there were always reminders of their neighbor's presence ? the quarterly emergency siren tests and the potassium iodide tablets that local agencies kept on hand to distribute to residents in the 10-mile emergency planning zone around the plant.

But for the most part, the 63,000 residents of this city on the southern edge of Orange County ? known for its proximity to legendary surf spots and the rolling coastal hills of Camp Pendleton Marine base ? went about their daily lives for years with little thought of the nuclear generating station four miles down Interstate 5.

The tide began to shift in 2011, however, when a tsunami inundated Japan's Fukushima Daiichi nuclear plant, leading to equipment failures and meltdowns at three reactors and raising new concerns about the safety of Southern California's own coastal nuclear plant. A year later, a tube in one of San Onofre's newly installed steam generators leaked a small amount of radioactive steam, setting off a chain of events that led to Edison's announcement this month that the facility will be retired for good.

Residents in San Clemente greeted the news with a mix of feelings ? relief; sadness that the jobs of hundreds of utility workers who lived, shopped, and ate and drank in town will be lost; and worry about replacing the plant's energy and about the nuclear waste that will remain at the site.

"Every year, I have to sign a waiver so if something happened or leaked while the kids are in school, we give the school permission to give them iodine tablets," said Alicia Lopez, a mother of three who waits tables at the OC Tavern, a restaurant and sports bar in San Clemente that is popular with San Onofre workers.

"That's crazy," Lopez said. "I had to ask my pediatrician if I should do it. I'll be glad when we don't have to deal with that."

But Lopez's relief was tempered with regret at the thought that many of her longtime customers will lose their jobs as the plant is mothballed.

Over the next year, the plant's workforce will be cut from 1,500 to about 400 ? who will be charged with securing the plant during the potentially decades-long decommissioning process.

Daniel Dominguez, business manager for Utility Workers Union of America Local 246, said the employees were disappointed but will now focus on keeping the facility safely shut down:

"We're all professionals," he said. "It's unfortunate the plant was shut down, but it is what it is."

A plant employee, who spoke on the condition of anonymity because he was not authorized to speak publicly, said many workers hadn't expected a decision on the plant's fate until later in the year and were caught off guard. The plant's workforce has already been cut by about 700 in the last year.

"We just went through a very painful reduction in force," he said. "Some people just barely made it through, and they celebrated."

The employee said he expected that many of his colleagues would leave Southern California to find jobs elsewhere with comparable pay. With San Onofre gone, the two nearest nuclear plants are Diablo Canyon near San Luis Obispo and Palo Verde in Arizona.

San Clemente officials said about 400 of the plant's employees live in the city. On top of that, contractors stay for months at a time during the plant's regular refueling outages and other projects ? including the steam generator replacement that ultimately led to the plant's permanent closure.

Eric Moser, general manager at the Best Western Casablanca Inn in San Clemente, said San Onofre contractors made up about 3% to 4% of the hotel's overall business; but during the winter months when the plant generally scheduled its refueling outages, they could account for 30% or more.

Some suggested that the plant's closure could boost property values. Median home prices in San Clemente are about half that of nearby Laguna Beach, according to real estate firm DataQuick, and lower too than in neighboring Dana Point, which also is within San Onofre's emergency planning zone but a few miles farther from the plant.

"We have disclosures we have to give to people. Sometimes it's an issue, sometimes it's not," said Debbie Ferrari, who owns a local real estate business and has lived in San Clemente since 1981. She said it is difficult to determine whether the plant has been a factor in real estate decisions.

"We might have more people willing to come here now that it's closed, and willing to pay a higher price."

San Onofre's first reactor began operating in 1968, and Units 2 and 3 followed in the early 1980s. Unit 1 was shut down in 1992 rather than undergo expensive upgrades. The other two units were expected to continue generating power at least until 2022, when the plant's license expired. But the leak and unusual wear on hundreds of other tubes led to a complex regulatory process that had dragged on for 16 months while the plant sat idle. With no end in sight, Edison threw in the towel.

There have always been those who viewed the plant with suspicion.

In 1970, residents argued that an expanded plant would be in danger of sabotage because then-President Nixon's home ? the so-called Western White House ? was about 11/2 miles away. A decade later, about 15,000 people attended a festival in Laguna Niguel, calling for San Onofre to be shut down and replaced with renewable energy.

San Clemente City Councilwoman Lori Donchak said community concerns about the plant surged after the Fukushima disaster. The council sent letters to federal officials asking them to find a permanent off-site storage place for spent fuel before relicensing the plant. But city officials stayed out of the more recent debate over restarting the plant.

"I felt like we should let the experts decide how to operate this thing and how to do the restart," said Mayor Bob Baker, who characterized the activists opposed to the plant as a "very vocal minority."

Activists celebrated the plant's closure but expressed lingering concerns about the waste that will be left behind, perhaps indefinitely.

"We'll probably never do anything more important in our lives," said Gary Headrick, co-founder of the group San Clemente Green, who along with his wife has devoted his life since 2009 to shutting down the plant.

Gene Stone, 66, a local activist who launched an effort to outfit residents with portable Geiger counters so they could post real-time radiation readings online, called the permanent closing of the plant a "good step" for safety, but said: "The bad news is the easy part is over. We need to work to make sure it's decommissioned properly. There's no way in the world that we will allow this to be a nuclear waste dump."

Newfound Star System Is Third-Closest to Sun

Scientists have discovered the closest star system to the sun found in nearly a century.

With a dim duo of "failed stars" known as brown dwarfs at its center, the new neighbor is the third-nearest to our solar system overall, and it could be a good place to look for exoplanets, researchers say.

"The distance to this brown dwarf pair is 6.5 light-years ? so close that Earth's television transmissions from 2006 are now arriving there," Kevin Luhman, a researcher at Penn State's Center for Exoplanets and Habitable Worlds, said in a statement. "It will be an excellent hunting ground for planets?because it is very close to Earth, which makes it a lot easier to see any planets orbiting either of the brown dwarfs." Brown dwarfs are strange objects that are bigger than planets but too small to trigger the internal nuclear fusion reactions required to become full-fledged stars.

This pair is slightly farther away than Barnard's star, a red dwarf discovered?in 1916 that lies 6.0 light-years from the sun. The closest system to Earth is Alpha Centauri, whose two main stars, Alpha Centauri A and Alpha Centauri B, form a binary pair that are about 4.4 light-years from the sun.

Last year an Earth-size planet was discovered in the Alpha Centauri system, suggesting it may host other alien worlds as well.

Officially named WISE J104915.57-531906, the newly discovered system was spotted in a map obtained by NASA's Wide-field Infrared Survey Explorer (WISE) spacecraft, which spent its 13-month mission scanning the entire sky 1 1/2 times, taking about 1.8 million images of asteroids, stars and galaxies.

"One major goal when proposing WISE was to find the closest stars to the sun," said the mission's principal investigator, Ned Wright of UCLA. "WISE 1049-5319 is by far the closest star found to date using the WISE data, and the close-up views of this binary system we can get with big telescopes like Gemini and the future James Webb Space Telescope will tell us a lot about the low-mass stars known as brown dwarfs."

Luhman noticed that this particular system seemed to be racing across the sky in the WISE images.

"In these time-lapse images, I was able to tell that this system was moving very quickly across the sky, which was a big clue that it was probably very close to our solar system," Luhman said.

Turning to older surveys of the sky, he spotted the system in images obtained between 1978 and 1999 from the Digitized Sky Survey, the Two Micron All-Sky Survey and the Deep Near Infrared Survey of the Southern Sky.

"Based on how this star system was moving in the images from the WISE survey, I was able to extrapolate back in time to predict where it should have been located in the older surveys and, sure enough, it was there," Luhman explained in a statement.

The star system's distance was measured by trigonometric parallax, which can only be done if an object is close enough to show an apparent shift in position relative to much farther background stars, due to the Earth's orbit around the sun.

After obtaining a spectrum of the system with the Gemini South telescope on Cerro Pach?n in Chile, Luhman also determined that the system has a very cool temperature and is actually made up of two objects.

"It was a lot of detective work," Luhman said. "There are billions of infrared points of light across the sky, and the mystery is which one ? if any of them ? could be a star that is very close to our solar system."

The research was published in March in Astrophysical Journal Letters.

By taking in Snowden, Ecuador would defy US again

CARACAS, Venezuela (AP) ? President Rafael Correa of Ecuador embraces his role as a thorn in Washington's side, railing against U.S. imperialism in speeches and giving WikiLeaks founder Julian Assange refuge in his nation's embassy in London.

But nothing Correa has done to rankle the United States is likely to infuriate as much as granting the asylum being sought by former National Security Agency contractor Edward Snowden, who faces espionage charges back home after revealing details of two highly secret surveillance programs.

Snowden flew from Hong Kong to Moscow on Sunday, and had been widely expected to fly on to Cuba ? an ally of Ecuador ? on Monday. But when the plane from Moscow took off Monday, Snowden was not in the seat he had booked and there was no sign of him elsewhere on board.

Even so, Ecuadoran Foreign Minister confirmed on Monday that his government is analyzing the request for asylum. He told reporters during a visit to Vietnam that it "has to do with freedom of expression and with the security of citizens around the world," a strong hint Correa would accept the petition.

"Correa may find it hard to resist the temptation to get increased attention and seize this opportunity to provoke and defy the U.S.," said Michael Shifter, president of the Inter-American Dialogue think tank. "Correa is confrontational and relishes fights. Should he ultimately grant Snowden asylum, one hopes that Correa has thought through the likely consequences of such a decision."

Taking in Snowden certainly would increase Correa's popularity among those who see him as a champion of open information, help him counter criticism of a new media law that some call an assault on freedom of speech in Ecuador and cement his name as a leading voice of opposition to U.S. foreign policy.

But it could threaten preferential access to U.S. markets for Ecuadorean goods under the U.S. Andean Trade Preference Act, and strain already shaky ties between two nations that only last year re-established full diplomatic relations at the ambassadorial level.

Some 45 percent of Ecuadorean exports went to the United States last year, accounting for about 400,000 jobs in the small nation.

Giving Snowden asylum for leaking secret information would be "irresponsible," former Ecuadorean diplomat Mauricio Gandara said.

"It would be an illegal act, because what he has done is a crime in both the United States and Ecuador," said Gandara, who was Ecuador's ambassador in London. "It is a confrontation with the people and government of the United States and both (political) parties. It is an unnecessary conflict."

Ecuadorean analyst Grace Jaramillo said Washington takes the Snowden case more seriously than Assange's because it involves an internal leak of intelligence activities that otherwise operate in total secrecy.

"The United States will keep pushing until the end for Snowden to be handed over, and could even resort to commercial sanctions or direct intervention if the case becomes difficult," Jaramillo said.

Yet, granting him safe passage and refuge has appeal for Ecuador as well as Cuba and Venezuela, which have all been criticized for rules limiting independent media.

"This is a case in which I think the U.S. does not look all that good," said David Smilde, a Venezuela expert at the University of Georgia.

"I think it's quite useful for either Venezuela or Ecuador to grant a person like this asylum, because it allows them to sort of deflect attention towards the United States and the United States' own shortcomings," Smilde said.

The Cuban state controls all TV, radio and newspapers. Venezuela has done things like forcing TV stations off the air by not renewing licenses and detaining people for tweets deemed destabilizing. Ecuador's media law, approved last week, establishes official media overseers, imposes sanctions for besmirching personal reputations and limits private ownership to a third of radio and TV licenses.

But Cuba and Venezuela are both in the midst of quiet thaws in long-chilly ties with the United States, and taking in Snowden would likely damage those efforts.

Last week, Cuba and the United States held talks on restarting direct mail service, and announced that a separate sit-down to discuss immigration issues will be held in Washington on July 17.

Diplomats and officials from both countries also report far greater cooperation in behind-the-scenes dealings, including during a brief incident involving a Florida couple who sought asylum in Cuba after kidnapping their own children. Cuba worked with U.S. officials to quickly send the couple back to face justice.

Philip Peters, a longtime Cuba analyst, said allowing Snowden to pass through Cuban territory would not necessarily doom rapprochement, though he acknowledged the fallout would be unpredictable.

"My guess is that it would be a blip, because Cuba, by allowing him to pass through Cuban territory, is hardly embracing his actions, or sheltering him or giving him asylum," Peters said.

It's the same story for Venezuela, which earlier this month agreed to high-level negotiations on restoring ambassadorial relations and easing more than a decade of sour ties. That announcement came after a meeting in Guatemala between U.S. Secretary of State John Kerry and Venezuelan Foreign Minister Elias Jaua.

Caracas has huge commercial dealings with the United States, which remains the No. 1 buyer of Venezuela's oil.

"It's much better for President Nicolas Maduro that (Snowden) is not going to Venezuela," said Gregory Weeks, a political scientist specializing in Latin America at the University of North Carolina at Charlotte. "It's something that Maduro really doesn't want to have to deal with, whereas Correa, he's already in it (by giving Assange asylum). So of all the places to go, Ecuador is logical."

Being placed on the international stage by Snowden's asylum bid drew mixed reactions from Ecuadoreans.

"People who steal information or any other thing should face the consequences, and Ecuador shouldn't get involved," said Maria Jimenez, a 42-year-old homemaker.

Jorge Rojas Cruzatti, a 34-year-old web designer, disagreed.

"I'm proud of my country ... and more than pride, I'm glad that human rights are being protected," he said. "Other countries wouldn't dare grant this type of support to citizens who are helping protect freedom of expression."

Supermoon: The moon will come within 222,000 miles of Earth and become a 'supermoon' (turn full) around 7:30 a.m. EDT Sunday.

The biggest and brightest full moon of the year graces the sky early Sunday as our celestial neighbor swings closer to Earth than usual.

While the moon will appear 14 percent larger normal, skywatchers won't be able to notice the difference with the naked eye. Still, astronomers say it's worth looking up and appreciating the cosmos.

"It gets people out there looking at the moon, and might make a few more people aware that there's interesting stuff going on in the night sky," Geoff Chester of the U.S. Naval Observatory said in an email.

What makes it a 'supermoon'? The Christian Science Monitor explains:

Supermoons occur once a year. This month's super-strawberry moon will be (slightly) larger and brighter than others because its full-moon phase comes as the moon makes its closest approach to Earth.

The moon's orbit around the third rock from the sun traces an elliptical path.? At closest approach, or perigee, the moon swings to within 362,570 kilometers (224,793 miles) of Earth, while its most-distant point, or apogee is 405,410 km. But those are averages.

Sunday night, the moon's perigee will come within 356,989 km of Earth, about 2 percent closer than average. And the moon reaches full status about 20 minutes after perigee.

Some viewers may think the supermoon looks more dazzling but it's actually an optical illusion. The moon looms larger on the horizon next to trees and buildings.

The moon will come within 222,000 miles of Earth and turn full around 7:30 a.m. EDT, making it the best time to view.

As in any supermoon event, high tides are forecast because of the moon's proximity, but the effect is expected to be small.

This supermoon is also a strawberry moon, according to the Old Farmer's Almanac. The first full moon in June is called a strawberry moon, marking the harvest of strawberries after their short growing season ends.

But you can forget about the myths that swirl every time a supermoon appears. There's no link to higher crime or bizarre behavior. Scientists say that's just lunacy.

Federer begins quest for 8th Wimbledon title

LONDON (AP) ? As he has six previous times, Roger Federer will open Wimbledon on Monday as the defending champion, stepping onto Centre Court for the first match of what he hopes will be another two-week stay at the All England Club.

It's an honor reserved for the men's titleholder. That scheduling perk is also where any hint of preferential treatment for Federer comes to a halt. Because of the way the draw came out, Federer could have to defeat Rafael Nadal and Andy Murray before even getting to the final.

"I'm ready for the challenge," Federer said. "I like tough draws. I don't shy away from them."

Federer's quest for a record eighth Wimbledon title begins against Victor Hanescu of Romania.

Murray also plays Monday, wrapping up the day's action on Centre Court against Germany's Benjamin Becker. Nadal, who comes in with a stretch of nine straight appearances in tournament finals since returning from his knee injury, faces Belgium's Steve Darcis on Court 1.

Sitting back watching it all will be top-seeded Novak Djokovic, who is on the opposite side of the draw and, on paper, has the easiest path to the final. No. 4 David Ferrer is the biggest roadblock on his side of the bracket.

"I think it's going to be a great Monday for tennis," Djokovic said with a smile.

He's the 11-10 favorite at the London sports books and will open Tuesday barring rain, which is not in the forecast for most of the first week.

Third-seeded Federer's tough draw, to say nothing of his age (31) and his less-than-inspiring 2013 season makes him something of a long shot this time at Wimbledon. He's listed at 9-1 behind fifth-seeded Nadal (9-2), second-seeded Murray (7-2) and Djokovic.

Then again, grass is considered Federer's best surface and the lone tournament he has won this year came this month on grass at Halle, a tuneup in Germany that Federer has won six times.

"The more you play on it, the more you learn about it," Federer said. "Today I know what it takes, which is a good thing. The excitement is the same. Still hungry and wanting to win and wanting to prove how good I can play."

Sounding at times like a fan of Murray's during his 45-minute news conference, conducted in English, French and Swiss-German, Federer conceded that as he entered his final against the Scot last year, he wondered if it was, in fact, Murray's time to finally break through at a major. Federer fought off Murray for a four-set victory to extend his record Grand Slam title haul to 17.

Murray then came back four weeks later at the All England Club and beat Federer in the Olympic gold-medal match. The Scot then beat Djokovic in the final at the U.S. Open to finally win his first Grand Slam trophy.

"I was happy with the way I played, but I was happy with the reaction that Andy showed, as well," Federer said, referring to the aftermath of last year's Wimbledon final. "Because in previous years, the one time I beat him in the Australian Open final, he went on a sort of a bit of a disappointing run after that. That wasn't the case after Wimbledon (last) year. He actually got much stronger. That's why he increased his chances now by winning big tournaments."

Murray might not be favored, but he certainly will be the fan favorite. No British man has won Wimbledon since Fred Perry in 1936.

Murray said the way he lost to Federer at Wimbledon last year ? playing aggressively, not sitting back waiting for things to come to him ? put him in a better frame of mind for the rest of the season and his eventual breakthrough.

"A combination of that final and the way I played in it, and also having the Olympics to look forward to, I think that was the period that changed me ... changed my mindset a bit," he said.

Like Federer, Murray finds himself on the "tough'" side of the draw. Nadal's seven-month absence because of a left knee injury dropped him in the rankings and accounted for his No. 5 seeding, his lowest since he was unseeded for his Wimbledon debut in 2003. Nadal is one spot behind Ferrer, even though he beat his fellow Spaniard in straight sets in the French Open final.

"I am No. 5 in the world today, so the rankings say'" it is no longer a discussion, Nadal said. "It is completely fair that I am No. 5.'"

Nadal, a two-time Wimbledon champion, faces a possible quarterfinal against Federer. The winner of that could play Murray in the semifinals.

"I have no issue with the seeding," Murray said. "I'd rather Rafa and Roger were on the other side of the draw, but they're not. And then, you just deal with that. Hopefully I'll be able to put myself in a position where that becomes relevant because that would mean getting to the semifinals, and I'd love to be there."

(AP) ? A system-wide computer problem forced Southwest Airlines to ground its entire fleet of airplanes preparing for late-night departures, and cancellations were expected even after service slowly resumed early Saturday using a backup system, a company spokesman said.

Brad Hawkins told The Associated Press an estimated 250 flights were grounded at least temporarily due to the glitch, which impaired the airline's ability to do such things as conduct check-in, print boarding passes and monitor the weight of the aircraft.

Some flights were on the taxiway and diverted back to the terminal after the problem was detected around 11 p.m. ET Friday, he said. Flights already in the air were unaffected.

Hawkins said service resumed around 2 a.m. ET Saturday after officials began using a different system.

"Backup systems are in place not the main system, so it's slower," he said. "But we are able to start launching these flights."

He said at least some cancellations were expected because the airline doesn't do redeye flights and was near "the end of our operational day."

The late hour of the disruption meant the computer problem affected far more flights on the West Coast, but Hawkins said at least a few on the East Coast were grounded as well. Southwest, based in Dallas, conducts, on average, 3,400 flights a day.

A spokesman for Los Angeles International Airport said of about 25 inbound and outbound flights remaining Friday, only five departing flights were experiencing delays, of 30 to 80 minutes. At LA/Ontario International Airport (ONT), a total of three flights ? all departures ? were affected.

Four Southwest flights were temporarily held in Seattle, said Christina Faine, a Seattle-Tacoma International Airport spokeswoman.

A Coon Rapids-based company was a finalist in the 2013 Minnesota Business Ethics Award program.

Premier Disability Services LLC was one of three finalists in the mid-size category, along with Affinity Federal Credit Union and Mintahoe Catering and Events.

At the award presentation last month, Affinity Federal Credit Union was named the winner of the medium category, which is for businesses who have between 100 and 500 employees.

Premier Disability Services LLC is an advocacy firm providing services to Americans with disabilities seeking Social Security disability benefits.

Winner in the small-size category (fewer than 100 employees) was Cresa Minneapolis/St. Paul.

Cummins Power Generation and St. Francis Regional Medical Center shared the award in the large-size category (more than 500 employees).

The awards program honors Minnesota businesses that exemplify and promote ethical conduct in the workplace, the marketplace and the community.

The business ethics award program was started in 1990 by the Center for Ethical Business Cultures at the University of St. Thomas Opus College of Business and the Twin Cities chapter of the Society of Financial Service Professionals.

Yes Deen admirers, blue-eyed Paula can say what she wants in her syrupy southern accent. For many years, Deen and her sons and brother and husband have made a bundle by adding caloric recipes into the country's consciousness, to the detriment of many viewers.

Look, some may be piling on, as they probably resent that this friendly woman of dubious intellect and over-the-top cooking skills has conned her way into fame and fortune. But those who defend her racial slurs because "everyone does it" are dead wrong.

I am about her age. I grew up in the deep-south of "colored" water fountains and back-of-the-bus racism. And I and members of my family and my friends did not use racial slurs. Never. Many of us drank from those "colored" fountains and sat in the back of the bus in defiance, and worked for civil rights. I lived in Atlanta during the time of hatchet-wielding Governor Lestor Maddox, and restaurants that featured shuffling black waiters who poured sweet tea for some southern ladies.

But I worked to desegregate neighborhoods. And so did my friends.

To assume that Paula Deen's age and her southern roots are excuses for her bigoted choice of words and racist attitude is missing the point. She is an adult who has seen the results of discrimination played out for many years. And because she has been lucky in life, it would be nice to think that she could grow and learn and turn her back on even the slightest whiff of bigotry.

I applaud the Food Network for their swift action. And I hope that Paula Deen now spends some of her time and fortune helping those less fortunate. That would be a sweeter legacy than any of her recipes.
