Diplomats: Iran starts upgrade of nuclear site

VIENNA (AP) ? In a disheartening signal to world powers at upcoming Iran talks, Tehran has started installing high-tech machines at its main uranium enrichment site that are capable of accelerating production of reactor fuel and ? with further upgrading ? the core of nuclear warheads, diplomats said Wednesday.

Iran already announced last week that it had begun mounting the new enriching centrifuges, but one diplomat said at the time that the announcement was premature with only a "small number" on site and not yet installed.

Diplomats told The Associated Press on Wednesday, however, that installation was now well on its way, with inspectors from the International Atomic Energy Agency seeing close to 100 or more machines mounted when they toured the site a few days ago. Depending on experts' estimates, the new-generation centrifuges can enrich uranium three to five times faster than Iran's present working model.

The Islamic Republic insists it is not working on a nuclear weapons program, but rather is enriching uranium only to make reactor fuel and for scientific and medical purposes ? as allowed by international law.

But many nations are suspicious because Iran went underground after failing to get international help for its uranium enrichment program in the 1980s, working secretly until its activities were revealed a decade ago. More recent proposals for international shipments of reactor fuel in exchange for Iranian enrichment concessions have foundered, with each side blaming the other.

Shrugging off demands to mothball enrichment ? and growing international sanctions ? Iran has instead vastly expanded the program to where experts say it already has enough enriched uranium for several weapons if the material is further enriched.

The start of the centrifuge upgrade at Natanz, Iran's main enrichment site southeast of Tehran, flies in the face of world-power efforts to induce Iran to scale back on enrichment. As such, it is likely to hurt chances of progress at Feb. 26 talks in Kazakhstan between the two sides ? adding to a string of negotiating failures.

When Iran announced its intentions last month, Western diplomats downplayed the proclamation's significance, noting Tehran did not say when it would start populating Natanz with the new machines. But any start of an upgrade is sure to increase international concerns, particularly if verified as expected in an IAEA report later this week.

The three diplomats speaking to the AP on Wednesday all are involved in the Vienna-based IAEA's attempts to monitor Iran's nuclear program. They demanded anonymity because they were not allowed to discuss confidential information.

Meeting Iran in Kazakhstan are the United States, Russia, China, Britain, France and Germany.

Russia and China often are at odds with the West on how harshly Iran's nuclear activities should be censured, and Russian Foreign Minister Sergei Lavrov said recently that Iran was within its legal rights to install new generation centrifuges. At the same time, he called for a suspension of uranium enrichment during negotiations to improve the political atmosphere.

While moving to increase the potency of its enrichment program with the new centrifuges, however, Tehran also has recently resumed converting some of its higher-level enriched uranium at its Fordo enrichment site into reactor fuel plates after suspending the activity last year. That is likely to provide some reassurance to nations concerned about Iran's nuclear aims because the plates are difficult to reconvert back into weapons usable material.

With higher-enriched uranium their immediate concern, the six powers over the past months have inched toward meeting Iranian demands of sanctions relief but say Tehran must first suspend its output at Fordo. Iran, in turn, wants sanctions eased before it commits to even a discussion of an enrichment cutback.

The diplomats said Iran was also upgrading its enrichment capabilities at Fordo but declined to provide further details ahead of the release of the IAEA report.

In first revealing plans to update last month, Iran indicated that It could add more than 3,000 of the new-generation centrifuges to the more than 10,000 older models it has at Natanz turning out enriched uranium at grades lower than at Fordo. The lower the grade, the harder it would be to turn into weapons-grade material.

Olli Heinonen, the former IAEA deputy director general in charge of Iran, told the AP last week that Iran could install 3,000 or more of the high-tech centrifuges at Natanz within six to nine months, assuming that Tehran had the material to make the machines.

Iran, in its dealings both with the six powers and the IAEA, has continually acted as if it were in the position of strength. On Saturday, Ayatollah Ali Khamenei, Iran's Supreme Leader, asserted that his country was not seeking nuclear weapons, but that if Tehran intended to build them, "the U.S. could in no way stop the Iranian nation."

David Albright, whose Institute for Science and International Security is a source for the U.S. government on proliferation issues, said Iran's hopes that the new centrifuges could strengthen its hand at the Kazakhstan talks could backfire.

"Given the low expectations for negotiations during the next several months, Iran risks giving the impression to the West that it is racing to the bomb rather than strengthening its negotiating position," he said Wednesday.

But analyst Yousaf Butt, professor and scientist-in-residence at the Monterey Institute of International Studies, said that ? with Iran legally entitled to enrich ?the six powers first "should consider rolling back some sanctions" if they want Iran to respond.

Mosquitoes exposed to DEET once are less repelled by it a few hours later, study claims

Feb. 20, 2013 ? Mosquitoes are able to ignore the smell of the insect repellent DEET within a few hours of being exposed to it, according to research published February 20 in the open access journal PLOS ONE by James Logan, Nina Stanczyk and colleagues from the London School of Hygiene & Tropical Medicine, UK.

Though most insects are strongly repelled by the smell of DEET, previous studies by Logan's research group have shown that some flies and mosquitoes carry a genetic change in their odor receptors that makes them insensitive to this smell. The new results reported in the PLOS ONE study uncover a response in mosquitoes based on short-term changes, not genetic ones.

"Our study shows that the effects of this exposure last up to three hours. We will be doing further research to determine how long the effect lasts," says Logan.

In this study, the authors tested changes in responses to DEET in Aedes aegypti mosquitoes, which are notorious for biting during the day and are capable of transmitting dengue fever. They found that a brief exposure to DEET was sufficient to make some mosquitoes less sensitive to the repellent. Three hours after the exposure, these mosquitoes were not deterred from seeking attractants like heat and human skin despite the presence of DEET. The researchers found that this insensitivity to the smell could be correlated to a decrease in the sensitivity of odor receptors on the mosquito's antennae following a previous exposure. "We think that the mosquitoes are habituating to the repellent, similar to a phenomenon seen with the human sense of smell also. However, the human olfactory system is very different from a mosquito's, so the mechanism involved in this case is likely to be very different," explains Logan.

He adds, "This doesn't mean that we should stop using repellents -- on the contrary, DEET is a very good repellent, and is still recommended for use in high risk areas. However, we are keeping a close eye on how mosquitoes can overcome the repellent and ways in which we can combat this."

Pandigital Handheld Wand Scanner (S8X1101BK)

Essentially identical to the Pandigital Handheld Wand Scanner (PanScn08) that I reviewed last year (and is still available on the Web at this writing), the Pandigital Handheld Wand Scanner (S8X1101BK) offers all the same strengths and weaknesses. In particular, it combines capable hardware with highly limited software, which means it's a far better value if you already have the programs you need than if you have to go out and buy additional software.

At 1.4 by 10.4 by 1.5 inches (HWD) and 7.9 ounces, the S8X1101BK is on the large side for a wand scanner even though it's just two or three-tenths-of-an-inch larger in each dimension than, for example, the VuPoint Solutions Magic Wand PDS-ST415-VPS . However, it's small enough to count as highly portable, and it works like any other wand scanner, letting you start at the top or side of a page, and scan down or across with a single sweep. Two sets of rollers on the bottom make it easy to control during the scan.

Like all wand scanners, the S8X1101BK scans to memory rather than a computer, which in this case means scanning to a microSD card. Sunglow includes a 2GB card with the scanner, so you don't have to buy one separately, and it also includes a microSD adaptor so you can easily plug the card into your PC if it has a card reader. Alternatively, you can leave the card in the scanner, connect to your computer using the supplied USB cable, let the computer recognize the card as USB memory, and then copy the files to your hard drive.

Setup and Scanning
As with most wand scanners, set up for the S8X1101BK is almost trivial. Simply insert the microSD card and rechargeable battery, and then charge the battery, either by connecting to a computer by USB cable or by connecting the cable to the power block and plugging into a power outlet. You can also optionally install the only program the scanner comes with, NewSoft Presto! PageManager. PageManager is a somewhat limited document management program. However it includes optical character recognition (OCR) to let you convert scanned documents to editable text or searchable PDF files.

Once the battery is charged, scanning with the S8X1101BK is easy. In addition to a power button that also works as a Scan button, the scanner offers three additional buttons, with each one letting you choose between two settings: color mode or grayscale, 300 pixels per inch (ppi) or 600 ppi, and JPG or PDF file format. The default whenever you turn the scanner on is color, 300 ppi, and JPG. Simply change one or more settings if you want to, and then scan.

As is typical with wand scanners, I didn't have any trouble getting good scans from the start at 300 ppi. At 600 ppi it's easy to go too fast, but the scanner will warn you with a blinking error light, so you know to start over.

Scan Results
Given the software that comes with the scanner, the only two of our standard suite of scanner tests I could run were for OCR and document management. As with the Pandigital PanScn08, the S8X1101BK didn't score well in either category, but the problems were mostly due to software issues.

The combination of scanner and PageManager did reasonably well for the very narrow task of recognizing text on a character-by-character basis, but PageManager did such a poor job with formatting that it would be misleading to say that it was at all accurate.

Similarly, the document management score suffered from PageManager's limitations, rather than any problems with the scan itself. Note too that although PageManager can combine multiple pages into a single PDF file, it won't do the same for text files. Each page goes to a separate file, leaving it to you to copy and paste the pages into a single file.

As a final test, even though the scanner doesn't come with any photo editing software, I included some photos to get a sense of the photo scan quality. Overall, the scans qualified as good enough for casual photo scanning?for capturing photos in magazine articles, for example, or for sending as snapshot quality?but not for anything more demanding.

Given the limitations of the software it comes with, it's hard to give the Pandigital Handheld Wand Scanner (S8X1101BK) anything more than a qualified recommendation. If it came with more capable software, like you get with the VuPoint Solutions Magic Wand PDS-ST415-VPS or the Editors' Choice VuPoint Solutions Magic Wand Wi-Fi PDSWF-ST44-VP, it would be a lot more attractive. As it stands, though, the only way to get the most out of the hardware side of this package is if you already have the scan software you need, or are prepared to spend additional money to buy it.

The Afghan businessmen said, ?Currently we are facing challenges while importing and exporting goods to and from international markets.? We also have difficulty with requirement to go to many different agencies and government entities to get all of the licenses needed to do trade within Afghanistan.?

The head of the Chamber of Commerce and Industries in Kabul, Hameedullah Rahimi confirmed that Afghan businessmen do face challenges conducting business deals.

He said, ?A businessman must have several documents in hands to process within the administrative systems here in Afghanistan.?

According to Rahimi, it has been a huge challenge for Afghan businessmen and new solutions must be sought.

A joint session held regarding international trade and streamlining the permits and licensing process was held with the participation of officials from the Ministry of Commerce and Industry, Afghan private investors, as well as related administrative departments, to find solutions for Afghan Businessmen to have better access to International markets and to speed the import and export process.? Highlighting the continuing fallout from the Sept. 11, 2012 attack on an American consulate in Libya that took the lives of four Americans, defense officials told NBC News on Wednesday that the U.S. Marine Corps is on the verge of announcing a new group tasked with crisis response in north Africa and eastern Europe.

The group, which will be known as the Marine Air-Ground Task Force, will likely be based at Naval Air Station Sigonella in Sicily, Italy.? The team will be capable of rapid deployment for responding to security threats throughout the region ? including a U.S. embassy under attack.

Orders for the new Marine unit will likely go to the secretary of defense for approval late next week. The task force will have around 1,000 Marines and a variety of aircraft, including a half-dozen Ospreys ? a airplane that can take off vertically like a helicopter but once airborne is capable of high-speed flight.

If approved, the land-based task force will deploy from Camp Lejeune in North Carolina early this spring.

The announcement of the new Marine group comes just weeks after Republicans in Congress hounded former Secretary of State Hillary Clinton over why the diplomatic mission in Libya was not better protected the night of the deadly attack that took the life of U.S. Ambassador Chris Stevens and three other Americans.

Hours before the attack, Stevens sent a cable to the State Department warning of deteriorating security conditions. Yet, during hearings on Capitol Hill, Clinton said the warning never came to her attention because the State Department receives more than one million cables each year.

Former Sen. Chuck Hagel could be the one to approve the Marine Air-Ground Task Force ? if he is confirmed as Defense Secretary when Congress returns from recess. Senate Republicans blocked a vote to approve his nomination last week.?

'Doubleheader' funeral service held for NY couple

CAMBRIDGE, N.Y. (AP) ? Norman Hendrickson was known for telling jokes and never wasting money. So when he died suddenly while en route to his wife's funeral, the couple's daughters knew there was only one thing to do: Hold a doubleheader service.

The 94-year-old World War II veteran's impromptu wake was held Saturday at the same eastern New York funeral home where his wife Gwen's funeral was already scheduled. She was 89 when she died on Feb. 8. After Norman died just steps from the funeral home, the daughters decided their parents would be mourned together at the same time.

The daughters said it was a fitting way to say goodbye to a couple who had been together since meeting in Europe during World War II and who had been married for nearly 66 years.

"After we had a little time to process the shock and horror, we felt we couldn't have written a more perfect script," Norma Howland told the Post-Star of Glens Falls (http://bit.ly/VL01Jx ). "My sister said the only thing he didn't do was fall into the casket."

Norman, a former assistant postmaster in Cambridge, 35 miles northeast of Albany, was being driven in a limousine to the Ackley and Ross Funeral Home for his wife's service when he stopped breathing. After the limo pulled up, funeral director Jim Gariepy, who is also the local coroner, and funeral home owner Elizabeth Nichols-Ross helped move Norman to the sidewalk outside the business.

Gariepy began CPR while Nichols-Ross and one Norman's sons-in-law raced across town to retrieve his do-not-resuscitate orders from the Hendricksons' refrigerator door. Once the orders were in hand, an emergency crew that had arrived ceased attempts to revive Norman. He died on the sidewalk.

Nichols-Ross said daughter Merrilyne Hendrickson then requested that her father's body be put into a casket and placed in the viewing room with her mother's cremated remains, which had been placed in an urn. Mourners who started arriving soon after for Gwen's funeral were greeted by a note Merrilyne posted at the entrance: "Surprise ? It's a double header ? Gwen and Norman Hendrickson ? Feb. 16, 2013."

Nichols-Ross said she didn't charge the family for Norman's wake. On his prayer card, she jokingly wrote that Hendrickson got the idea to die in the limo headed to the funeral so he could get "a buy-one-get-one-free deal."

"If it had happened with somebody else like this it would have been sad, but with Norm it wasn't," Nichols-Ross said. "It was just so much like Norm."

Norman was overseas with the U.S. Army when he met Gwen, who was serving in the British Royal Air Force. She immigrated to the U.S. and they were married in May 1947.

Howland said her parents had jokingly promised to never leave one spouse behind. After her mother died, Howland said she overheard her father say aloud, "We have had a good long life together. I love you. I'll miss you and watch for me."
